Value Engineering (VE) consists of tools and processes pioneered at the General Electric (GE) Company during World War II. VE helped GE purchasing fulfill wartime contracts in the face of extreme material shortages by identifying the job to be done instead of trying to buy what the engineers designed. Suppliers provided what was on hand that could do the job. After the war analysis of those contracts showed that saving money over budgeted costs was a by-product of using VE methodology.
